Incumbents in Price faced a stiffer test, with Councilman Charles A. Davis losing his seat to newcomer Neil Breinholt, who garnered far more votes than any other candidate, including incumbents.

"The major issue here was we had some incumbents who had been in office quite a while and people felt there needed to be some new ideas and new planning," Breinholt said. "People responded positively to the idea of setting goals and planning for the future."Incumbents James Jensen and L. Lamond Williams were re-elected to the City Council.
