Communist guerrillas called on the government Monday to negotiate for the release of an American they kidnapped last year and warned they would try him for espionage if no talks are held.

The rebels said Arby Duane Drown, who was abducted in the northern province of Cagayan, was a former colonel in the U.S. Army and an employee of the Defense Mapping Agency of the U.S. Defense Department.In a statement sent to news agencies, the rebels said they kidnapped the 60-year-old Drown in October 1990 "for participating in government military operations against the (communist) New People's Army."
