The odds weren't good to begin with, but a bid to create a Utah lottery to fund education once again came up snake-eyes.

Arlo James, D-Kearns, tried to get HJR21 to the House floor for a debate but failed to get enough votes to lift the bill from the Rules Committee - despite an impassioned plea from James that included a history of how lotteries were used to fund the Civil War and Revolutionary War.But Rep. Jerrold Jensen, R-Salt Lake, said Utahns don't need a lottery because they can drive to Wyoming to play the horses, to Idaho to play the lottery and to Nevada to gamble.
The bill would have put the issue before a vote of the people in the 1992 election.
