U.S. and Philippine negotiators have deadlocked on the key issues of compensation and duration on the renewal of U.S. basing rights, and a new round of talks might have to be called in Manila in the next several weeks, Foreign Secretary Raul Manglapus said Monday.

"I have to report that certain difficulties have arisen," Manglapus said at a news conference shortly after his arrival from a two-week visit to the United States and consultations on the bases with officials in Washington.He said the problem centered on the Philippine proposal for an annual cash grant of $400 million and $425 million in improved trade access and debt relief in exchange for a seven-year extension of U.S. basing rights.
