OPEC oil ministers began their first post-gulf war session Monday, with Saudi Arabia taking a hard line against the restoration of the production quotas suspended before the crisis.

As the ministers gathered under the tightest security in five years at Geneva's Intercontinental Hotel, it remained unclear who would represent Iraq. OPEC officials canceled the Iraqis' room reservations Sunday night after failing to hear from the delegation.The special session of the cartel's Price Monitoring Committee was called in the expectation that it would decide on new production quotas to replace those suspended during the gulf crisis, but Saudi Arabian officials have made it clear they will not go along with such a plan.
