New York Gov. Mario Cuomo, defending earlier opposition to the gulf war by some of his fellow Democrats, said it's still not certain that war was the best course of action.
"You know what the unanswered question is that everyone is afraid to raise now," Cuomo said Sunday. "You're all assuming that you had no choice but to kill all these Iraqis - that because you won the war, it was the best decision."Because you win a war doesn't mean that the war was the best decision," he added.
Cuomo also said he has no plans to run for president in '92 but will campaign for fellow Democrats.
