Anti-apartheid groups said the plan was inadequate because it rejected giving back land to blacks who were forcibly removed.Government ministers claimed whites as well as blacks suffered under apartheid land confiscation policies. But opposition groups said the new plan meant whites would continue to own nearly all South African land because poor blacks cannot afford to buy back property that had once been theirs.
