Prison-bound Leona Helmsley offered to put up $1 million to pay for a ticker-tape parade planned in New York for Operation Desert Storm troops but was turned down.

Mayor David Dinkins said he wants the parade to be a "people's parade" rather than be associated with one sponsoring person.A Helmsley spokesman says that when the hotel queen was told that only smaller contributions were being accepted, she decided not to give anything.
