State licensing regulators are seeking a cease-and-desist order against Richard Barrow and Wasatch Home Improvement in Sandy for contracting without a license, a petition said.

Barrow first obtained a license in 1985, but it expired in July 1989 for failure to be renewed, said the petition issued by the state Division of Occupational and Professional Licensing. After a potential customer checked his status with the state, the petition said, Barrow attempted to renew it but has yet to submit the application.According to the petition, Barrow was unlicensed when he started a siding job on a home without the homeowner's permission. Another homeowner had to cancel a contract she inadvertently signed with Barrow, believing it was just verification of a free estimate Barrow offered along with a bid, the petition said.

In addition to a cease-and-desist order, the division is also petitioning for a fine of up to $3,000 against Barrow for unlicensed contracting.
