The Iraqi capital was reported Friday to be under rebel siege and a state of emergency was declared, while Kurdish guerrillas said their forces have taken control of the northern Iraqi oil city of Kirkuk and accepted the surrender of an entire army corps.

Arab radio stations, quoting reports from Iran, said rebels in central Iraq put Baghdad under siege and a British Broadcasting Corp. reporter in Tehran said a state of emergency was imposed in the Iraqi capital.No details of the reported rebellion around the capital were available, and neither statement could be independently confirmed.
