The first phase of a comprehensive recycling program in Davis and Morgan counties is more than one-third completed.

Recycling bins have been placed in six of 15 cities and the Davis County Solid Waste Management and Energy Recovery District plans to have bins in all the cities by the end of July, said district director LeGrand Bitter. (Please see box.)Only newspapers, glass, aluminum and tin are being accepted. Because the market for plastics is "zero," Bitter said the district prefers to burn them in its energy recovery facility, or burn plant, which burns garbage to produce steam that is sold to Hill Air Force Base.

In fact, none of the recyclables are producing a net profit over the hauling costs, so the district is subsidizing the program at about $12,000 per year.

Why? "We're trying to get people in the habit of recycling now," Bitter said.

In five to 10 years, the district, which serves about 181,000 residents, will need to be even "more aggressively engaged" in reducing the amount of garbage that is processed by the district at the burn plant and adjacent landfill.

The second phase of the recycling program involves a curbside collection system, and the third phase would be building a "materials recovery facility" to separate recyclable materials from garbage brought to the burn plant.

Bitter hopes the three-phase program, along with continued operation of the burn plant, will increase the landfill's life by 100 years and reduce waste going into the landfill by 95 percent.

-Kaysville, behind City Hall, 23 E. Center.

-Sunset, City Hall parking lot, 85 W. 1800 North.

By the end of July, recycling bins are scheduled to be in placed in Clinton, Fruits Heights, Layton, North Salt Lake, South Weber, Syracuse, West Bountiful, West Point and Woods Cross.
