Because you can use your "Weber water" only twice a week, you're thinking about using your culinary water on the other days?

Think again.Bountiful residents who use culinary water in violation of a new ordinance face a $100 fine per violation and possible criminal charges.

Meeting in a special session Friday morning, the City Council passed an ordinance restricting the use of culinary water for irrigating lawns and gardens."This area has had five consecutive years of below-normal precipitation, and it is in the best interest of the public to regulate the use of scarce water within the city," says a proclamation accompanying the ordinance.

The ordinance is a response to rationing orders issued this week by the Weber Basin Water Conservancy District, which supplies secondary water, also known as Weber water, to the Bountiful Water Subconservancy District, which supplies secondary water to Bountiful residents.

Under the secondary-water restrictions, residents with even-numbered addresses may water for a total of three hours between 6 a.m. and 9 a.m. or 6 p.m. and 9 p.m. on Mondays and Thursdays.

Residents of odd-numbered addresses are restricted to the same hours on Tuesdays and Fridays.

No outside watering is allowed on Sundays, Wednesdays or Saturdays.

City Manager Tom Hardy said Bountiful residents should be on notice that culinary water should not be be used to make up for the rationed secondary water.

"Our reservoirs are at historic lows."

The ordinance passed Friday deals with two types of water customers in Bountiful: those who have secondary systems, of which there are about 9,300; and those who do not, of which there are about 700, most of whom live east of Bountiful Boulevard.

Hardy said the people without secondary systems are given six hours twice a week, instead of three hours, because the pressure in the culinary system is lower than in the secondary systems.

The ordinance's provisions are effective between April 15 and Oct. 15, 1991. Violations could be a class B misdemeanor.

Watering outside with culinary water is prohibited except for the following:

- If you have a secondary system, you may use culinary water outside but only during the times and on the days allowed for secondary water.

- If you do not have a secondary system, you may water outside with culinary water for up to six hours between 6 a.m. and 9 a.m. and 6 p.m. and 9 p.m. Even-numbered houses can water only on Mondays and Thursdays; odd-numbered houses only on Tuesdays and Fridays.

- No outside use of water on Sundays, Wednesdays and Saturdays.

- Connecting secondary-water sprinkling systems with the culinary system is illegal.
