Two Desert Hot Spring, Calif., men survey flood-ravaged Interstate 10 after three days of rain, flash floods and mudslides left it virtually impassable. Throughout the drought-parched southern part of the state, residents were cleaning up after the heaviest rainstorms in years, which turned residential streets into rushing rapids and caused a rash of traffic accidents. In Anaheim, two men and a woman who fell from rafts were rescued by firefighters but the woman died a few hours later. In a Los Angeles County suburb, a taxed water main burst, sending thousands of gallons of water spewing onto roadways.
