Agriculture Secretary-designate Edward Madigan told a Senate committee Tuesday that he would oppose special legislation to resolve the financial problems of dairy farmers.

Appearing at his confirmation hearing before the Agriculture Committee, the Illinois Republican congressman said tackling the dairy issue could result in lawmakers also attempting to change other parts of the new five-year farm law.He said he would keep an "open mind" on helping dairy farmers through production controls, which would not require congressional action.
