Maxwell plans to meet separately Thursday with representatives of each of the nine striking unions. The publisher will not bring lawyers or accountants to the talks in hope that progress can be made toward agreements. On Tuesday, Maxwell signed a letter of intent to buy the News, which has been losing an estimated $700,000 a day.
