The legislation Thursday anticipates an additional $42.6 billion will be available from other nations that have pledged to help pay for the military operations that drove Iraqi invasion forces from Kuwait.It requires that $27.6 billion from foreign contributions be spent before the $15 billion U.S. appropriation is used. The two appropriations bills were sent to the Senate, where early approval is expected.
