NHL MUM ON NEW TEAMS

The NHL is keeping a tight lid on the situation involving its two conditional expansion franchises, the Ottawa Senators and Tampa Bay Lightning.

At a news conference Sunday, NHL president John Ziegler refused to answer questions about the reported shaky financial conditions of the franchises set to enter the league for the 1992-93 season. He did say the "final test" will come in December, when the teams' respective franchise fees are due.
