HEALTH CARE: POOR AND ILL

Protesters say the country's health care system is sick. Too much money buys paperwork rather than actual medical care:

- Every year 1 million sick Americans can't get medical help because they don't have enough money.- The United States spends 23 cents of every health-care dollar on billing and administrative costs, compared with the 13 cents Canada spends. The average physician's office staff spends 1,500 hours annually on claims processing.

- The United States has the highest ratio of health-care administrators to providers of any nation.

- Infant mortality rates in the United States are higher than in any other industrialized nation.
