Richard L. Lawson, president of the National Coal Association, will deliver the keynote address during the Utah Mining Association's 76th annual convention Friday and Saturday, Sept. 6 and 7, in Park City. His subject will be "A National Fuels Strategy: Where Does Coal Fit In?"

Lawson is a retired four-star general from the U.S. Air Force, is chairman of the International Committee on Coal Research, president of the American Coal Foundation and a member of the Washington Institute of Foreign Affairs.Another speaker will be Sen. Jake Garn, R-Utah, who will discuss his 17 years as a senator and his being the only human to both circle the earth as an astronaut and go on patrol beneath the polar ice cap.

James B. Lee, chairman of the association's Legislative and Tax Committee, will moderate a panel including Rep. John L. Valentine, R-Orem; Rep. Ted D. Lewis, D-Salt Lake; and Howard Stephenson, executive director of the Utah Taxpayers Association. They will discuss various forms of taxation in Utah.
