Max L. Fowers, 19, waived a preliminary hearing Friday before Second Circuit Judge Parley Baldwin. Fowers is charged with a third-degree felony, which carries a penalty of up to five years in prison.Prosecutors allege that Fowers was driving a boat while drunk at Pineview Reservoir on June 23 when he ran over Michael DeGroot, 21. Police said that DeGroot was skiing behind the boat when he fell and was hit when Fowers came back to pick him up.
