Iran has accused Iraq of kidnapping three Iranian soldiers from a border area and violating the cease-fire agreement that ended their 1980-88 war, Tehran's official news agency said Saturday.

The Islamic Republic News Agency, monitored in Cairo, said the accusations were put in a message sent to U.N. Secretary-General Javier Perez de Cuellar from Iran's charge d'affaires to the United Nations, Gholamali Khoshru.The letter said the three Iranian soldiers were kidnapped from a border post July 11.

The letter also claimed that Iraqi troops had violated the cease-fire between the two countries three times, including construction of bunkers and digging of canals Aug. 5 and Aug. 7.
