President F.W. de Klerk on Wednesday outlined a new constitution that would replace white rule with power-sharing among racial groups, but the African National Congress promptly rejected it as undemocratic.

The ANC, the country's main black organization, said that the proposals are designed to perpetuate privileges whites gained under apartheid by giving whites veto power.It said the plan, despite giving blacks the vote, would make South Africa "wholly ungovernable."
