Esther R. Landa, a civic activist and staunch advocate for women and children for more than 50 years, has been named Public Citizen of the Year by the National Association of Social Workers.

Landa, Salt Lake City, pioneered Utah's Head Start program and launched Head Start on Indian reservations throughout the West. She was also a member of the 1970 White House Conference on Children.The award will be presented Saturday, Sept. 7, in Washington, D.C.
