Following is a compilation of bills introduced at the Utah Legislature, their numerical designations and sponsors.

House billsHB238 - A. Rushton - Eliminates provisions differentiating between alien and resident dependents of deceased workers.

HB239 - No sponsor named - Provides a loan program for rural economic development and tourism, including matching funds, and creates a fund for this purpose.

HB240 - N. Nielsen - Creates the Rural Economic Development Office and the Governor's Advisory Council on Rural Economic Development for the purpose of developing various rural economic development initiatives.

HB241 - R. Bishop - Clarifies counties' ability to enter into written employment agreements with firefighters.

HB242 - R. Allen - Creates a sales-tax exemption for manufacturers of new or expanding operations.

HB243 - D. LeBaron - Establishes minimum percentages of recycled glass to be used in containers sold or made in Utah.

HB253 - R. Hunter - Authorizes the issuance of revenue bonds on behalf of Utah State University and Salt Lake Community College for specific projects.

HB254 - D. Ostler - Defines the employer for purposes of Workers' Compensation in an employee leasing agreement and amends in lieu and additional provisions for Workers' Compensation.

HB255 - J. Valentine - Permits, in the Probate Code, trustees to hold title to assets in the name of the trust and provides for the appointment of special administrators; moreover, establishes compensation procedures for personal representatives and attorneys.

SB54 (substitute 2) - D. Baird - Enacts certain provisions relating to charitable solicitations and requires compliance prior to operating in Utah; furthermore, establishes penalties and remedies, prohibits certain conduct and provides enforcement powers to the Division of Consumer Protection.

SB60 (substitute 1) - C.G. Peterson - Allows agricultural cooperative associations to retain unclaimed patronage dividends stemming from unclaimed property.

SB72 (substitute 1) - W. Black - Automatically expunges arrest and detention records upon an individual's acquittal.

SB81 (substitute 1) - A. Myrin - Prohibits the use of photo radar for speed limit enforcement in certain circumstances.

SB85 (substitute 1) - S. Howell - Relates to personnel management and adds classification grievances to the regular grievance procedure.

SB125 - L. Beattie - Repeals certain exempt organizations' requirements regarding the filing of information returns and removes that provision from the Utah Sunset Act.

SB126 - J. Holmgren - Prescribes qualifications and provides for the licensing of social work professionals; furthermore, defines unprofessional conduct and explains license renewal criteria as well as establishing disciplinary proceedings and requiring confidentiality of certain information.

SB127 - R. Ockey - Mandates that various entities and individuals conform with the Uniform Act, as far as money management of public funds is concerned, and modifies investment standards.

SB129 - Appropriates $3 million from the general fund to the Division of Parks and Recreation to provide matching funds for recreational trails.

SB130 - R. Ockey - Recodifies various provisions relating to community and economic development.

SB131 - R. Ockey - Revises the Utah Volume Cap Allocation Act regarding the federal restrictions on private activity bonds.

SB132 - L. Hillyard - Prohibits smoking in restaurants.

SB133 - D. Steele - Requires certain operators to show proof of owner's or operator's security, i.e., insurance, and provides a defense and a penalty.

SB134 - G. Nielsen - Authorizes use of original issue license plates under certain circumstances and specifies standards as well as exceptions.

SB135 - S. Howell - Asks the drafters of statutes to use gender-neutral terms after the 1992 general session of the Utah Legislature, clarifies other terms and deletes archaic terms.

SB136 - B. Storey - Grants counties the authority to keep excess tax sale proceeds if the property owner cannot be found.

SB137 - E. Money - Imposes a lower in-lieu fee on crop dusters (as far as property taxes are concerned).

SB138 - R. Ockey - Relates to the Utah Consumer Credit Code and requires credit reporting agencies to provide one free credit report to consumers each year if they request it in writing.

SB139 - A. Myrin - Creates an ongoing appropriation of a portion of state severance taxes to be used for mitigation of the impact of mineral, oil and gas development.

SB140 - J. Holmgren - Allows the recycling of certain waste-derived fuels in industrial furnaces and requires compliance with siting criteria for such furnaces accepting certain types of wastes to be used as fuel; additionally, repeals existing siting criteria provision regarding kilns.
