Look out, kids. The Legislature says you can't have "one drop" of alcohol in your blood if you're driving a car or you'll lose your license for 90 days.

Offend again and you lose your license for a year. The tough bill passed the House on Thursday. It had already passed the Senate and so now goes to Gov. Norm Bangerter for his consideration.

The bill says that if you're 16 to 21, are stopped and test positive for any alcohol in your blood system, your license is suspended.

Rep. John Valentine, R-Orem, says "not a drop" laws in other states work. In Wisconsin, alcohol-related deaths among 16-18-year-olds went from 70 percent to 32 percent after "not a drop" took effect.

Taking away a teenager's driver's license "gets their attention - has an impact," said Valentine.

Several lawmakers spoke against the bill, saying young men can fight for their country, marry and have children and, at 19, have their driver's license pulled and lose their family income - too stiff a penalty.
