Gov. Norm Bangerter didn't make it to the Arizona capital of the Navajo Nation on Monday because of a blinding storm that forced his state plane to turn back. Bangerter was scheduled to meet with Navajo Nation President Peterson Zah to sign a cooperative agreement a pact recognizing the sovereignty of the tribal state that extends into Utah and New Mexico.

An aide to the governor said Bangerter will go ahead and sign the agreement and deliver it later to Zah. Agreements are also being signed by the governors of Arizona and New Mexico.
