Chinese officials have ruled out amnesty for the Tiananmen Square democracy activists and rejected international supervision of prison conditions, a visiting German lawmaker said Thursday.

Klaus Kubler, vice chairman of the German parliament's Human Rights Committee, said he spent four days meeting with Chinese officials on human rights issues and won only a promise to continue the dialogue.If China does not improve its human rights record, he said, "then the opposition in parliament will push for a general review of German aid to China."

If the German parliament reviews aid to China, millions of dollars would be at stake.

The European Community recently said it would link future aid and trade agreements with China to improvement in its human rights record.

Kubler's visit coincided with that of three Canadian legislators who met with relatives of political prisoners and announced plans to lay flowers to honor the pro-democracy protesters killed by the Chinese army in 1989.
