- Set a public hearing for Nov. 24 at 7 p.m. to hear comments on a proposal to change the master plan from community shopping to medium-high-density residential for property owned by Fred Baird at 585 W. 1600 North.- Set a public hearing for Nov. 24 at 7:30 p.m. to hear comments on a proposal to change the master plan from community shopping to medium-high-density residential for property owned by the Earl family at 100 S. Orem Blvd. The council will also consider a zone change.

- Approved a conditional use permit for an accessory structure at 1387 N. 430 East.

- Approved a conditional use permit for FutureKids, a computer instruction business for children, at 101 S. State (the ShopKo shopping plaza).

- Approved a conditional use permit, zone change and development plans for the Time Square Condominiums at 1050 S. 200 East.

- Continued discussion on whether to create an overlay zone to allow a vault and records storage business to operate in the old Cannery building at 325 W. 700 North.

- Declared property at 715 W. 255 North as surplus and deeded it to Eric Mouritsen.

- Continued discussion on a new high-density apartment ordinance.

- Voted 5-2 to approve amendments to the wastewater control and treatment ordinance. Council members Steve Heinz and Keith Hunt voted against the motion because they wanted the city manager to have administrative review of emergency disconnections.
