The FBI in Philadelphia said Friday it has arrested two men in the first carjacking to fall under a new federal car theft statute.

Craig Watson, 23, and William Shaw, 21, both of Philadelphia, were accused of holding up a couple in the parking lot of a suburban Philadelphia restaurant Oct. 27, two days after the Anti-Car Theft Act went into effect. The FBI said the suspects stuck guns in the backs of a man and woman as they entered their new BMW, ordered them to climb into the restaurant's trash bin and stay there. They threatened to kill the couple if they climbed out, then locked the trash bin.

Watson and Craig drove off in the couple's BMW, the FBI said, while the couple managed to free themselves from the trash bin and alert Tredyffrin Township police.
