In its Nov. 3 meeting, the Provo City Council:- Prohibited general plan amendments and zoning changes for the area west of I-15 for six months.

- Tabled to Nov. 17 proposals to raise the city water rate 5 percent to 12 percent or bond for $1.1 million to build two reservoirs in Rock and Slate Canyon. City official prefer a pay-as-you-go approach but might consider combining a rate increase with a bond.

- Tabled to Nov. 17 a parks and recreation department request to appropriate $225,000 to build a four-diamond baseball complex at Fort Utah Park. The department also requested $25,000 for study on the city's recreation needs.

- Tabled to Nov. 17 a parks and recreation request to appropriate $10,500 to start a youth swim team in Provo. Fees and dues paid by the swimmers would be used to fund the program, but the council must approve expenditures for a city-run team.

- Renamed 5200 North to River Park Drive.

- Reappointed Carl Bacon to the Freedom Festival board.
