Rep. Byron Anderson, D-Riverdale, has introduced legislation that would ban the use of dogs when hunting cougar or bear and would also ban the use of baits to attract bears. Both methods are the most common means for hunting cougar and bear in Utah.Both practices have come under increasing attack by environmental organizations, who say the methods are anything but sport hunting.
