On Monday, Feb. 11, the official deadline for submitting new bills passed. Unless the Legislature makes an exception, or the situation warrants it, no new House or Senate bills will be introduced. Following is a compilation of bills introduced, passed and their numerical designations and sponsors:

HB322 - J. Valentine - Authorizes the attorney general to represent the state in proceedings under the Uniform Reciprocal Enforcement of Support Act.
HB323 - K. Oscarson - Extends the Public Service Commission's jurisdiction to public entities that provide retail water service to customers outside their boundaries.
HB324 - R. Bishop - Amends exemptions to the Architects Licensing Act to exclude certain individuals from license requirements when building a non-residential structure for him- or herself.
HB325 - M. Brown - Provides for notification of a lien filing.
HB326 - N. Lyon - Establishes overtime policies for non-exempt state employees to comply with the Federal Fair Labor Standards Act.

HJR26 - J. Hunter - Allows jurors to be informed by the court and clarifies the jury's duties and powers; moreover, prohibits disqualification of a juror for voting his conscience.
HJR27 - J. Hunter - Commends Dick Stucki for his nationwide success in recognizing the art of Dutch oven cooking and his involvement in the World Championship of Dutch Oven Cooking.

SB8 (substitute 1) - L. Beattie - Revises sections governing planning and zoning, modifies notice requirements and defines powers and exclusions.
SB24 (substitute 1) - L. McAllister - Establishes accounting requirements for fees and other revenues and establishes expenditure limits on certain revenue collections.
SB128 (substitute 1) - F. Finlinson - Clarifies the management of archaeological and paleontological resources on state lands, including school and institutional trust lands.
SB140 (substitute 1) - J. Holmgren - Creates a study committee regarding use of hazardous waste as fuel in industrial incinerators, allowing a hazardous waste siting waiver and requiring a report.
SB168 - C.A. Peterson - Amends the Utah Anti-discrimination Act to prohibit certain employment decisions based on the use of a lawful product and provides exceptions.
SB169 - C.G. Peterson - Requires the equalization of the value of assessed properties and makes it a responsibility of boards of equalization.
SB170 - S. Rees - Amends the authority of local health departments.
SB171 - L. Hillyard - Relates to sales and use tax and amends the reference in certain exemptions to outdated regulations.
SB172 - F. Finlinson - Excludes persons who engage in the distribution, transportation or retail sale of natural gas as a motor vehicle fuel from the definition of public utility and provides exception requirements.
SB173 - L. McAllister - Exempts revolving loan funds from certain internal service fund requirements and requires certain internal service fund agencies to obtain legislative approval of their rates, fees and other changes; moreover, makes revolving loan funds subject to the state Financing Consolidations Act and defines such funds for accounting purposes.
SB174 - F. Finlinson - Prohibits cities from requiring annexation before providing water to unincorporated areas, provides a sunset date and exempts first-class counties from urban development restrictions.
SB175 - C.G. Peterson - Amends provisions of the Government Records Access and Management Act relating to records of the Legislature and its staff offices.
SB176 - M. Dmitrich - Requires offenders incarcerated in state institutions to pay for own civil actions from funds in the offender's account.

SCR12 - G. Mantes - Honors Sterling R. Harris in his 93rd year and recognizes his outstanding contribution over two generations of Tooele County's young people; moreover, notes his influence as a football coach in bringing the community together and overcoming ethnic and religious prejudice.
SCR13 - L. Hillyard - Recognizes American Mothers Inc., Utah Association, for its outstanding work to strengthen the family and the home, and honors Dorothy J. Stoddard, Utah and National Mother of 1991, and Wendy G. McKenna, Utah Young Mother 1991.

SJR16 - M. Dmitrich - Designates Feb. 19 as a day of remembrance, acknowledging and condemning the constitutional violations that led to the internment of Americans of Japanese ancestry during World War II.

Frandsen - Expands the duties of coordinating council for the education and treatment of youth in custody to make recommendations on budget guidelines and the implementation of a single coordinated service plan; at the same time allowing the Board of Education and Department of Human Services to appoint coordinating for youth in the custody of mental health.
HB94 - K. Garn - Amends a tax-checkoff for education.
HB118 - R. Allen - Makes it mandatory that garbage fed to swine must be boiled for at least 30 minutes to comply with livestock inspection and quarantine requirements.
HB127 - M. Brown - Provides for a refund of the amount of a wildlife license, certificate, or permit, if a person dies prior to being able to participate in the activity.
HCR1 - J. Rose - Resolution to express sorrow at the death of the Rev. Thomas J. Meersman and to recognize his lasting spiritual contribution to Utahns.
HCR3 - G. Protzman - Honors the citizens of Weber County for their effective and exemplary response to the flooding in North Ogden Sept. 7-8, 1991, simultaneously recognizing local and state officials and organizations who contributed time and resources to lessen flood damage.
HCR5 - R. Bishop - Urges Congress to study the impact of internal revenue code provisions on government pension plans.
HCR6 - P. Julander - Honors the services of the United States and individuals who contributed to the establishment of Fort Douglas and assisted in maintaining its heritage of honor and service to the citizens of Utah.

HB82 - M. Dmitrich - Exempts certain vehicles from fender and mudguard requirements.
HB98 - K. Burningham - Allows school districts to include membership and attendance of exchange and interstate compact students for the purpose of apportioning state monies; requires an annual report.
HB101 - L. Frandsen - Makes it necessary for the State Board of Education, the Department of Human Services and the Department of Health to make rules to ensure the cooperative development of a coordinated plan for services a minor receives from these agencies.
