WHEN WAS VOTING LAW CHANGED?

To the editor:

On March 8, the Democratic Party held its first ever presidential primary.KSL's political reporter gave it frequent coverage, emphasizing "any resident can vote, including 17-year-old residents, providing they turn 18 by the general election."

Voting registrars are instructed that a voter must be a citizen and must be 18 years old for both primary and general elections.

When and why was this law changed? And who changed it?
