WHY CHARGE FOR NEW LICENSE PLATE?

To the editor:

First, let me say that I think the centennial license plate looks really good. The design is uniquely Utah. My frustration is that I will never have one. Why? Because of the hidden taxes that come along with the new license plates.Wyoming, Colorado, Idaho, South Dakota and other states that recently celebrated 100 years of statehood did not charge extra for the change of plates. Why must the state of Utah?

Oh, they give it a noble title, saying it is for the environment, but it is taxes nonetheless.
