Talks between North and South Korea on reciprocal arrangements for inspection of their nuclear facilities remained deadlocked Friday after seven hours of dialogue.

Regulations for mutual inspections must be hammered out before March 18, the deadline set down for the creation of a joint control commission under a South-North declaration of denuclearization of the Korean peninsula agreed upon by the two sides last month.So far, North Korea has balked at the mutual inspection arrangements. If an accord is not reached within the deadline, the commission may not be formed.
