James F. Welch, retired senior vice president of American Express in Salt Lake City, has been

appointed by the director of the National Institute of Standards and Technology to the 1992 board of examiners of the Malcolm Baldrige National Quality Award.As an examiner, he is responsible for reviewing and evaluating applications submitted for the award. The board consists of 266 leading quality experts selected from industry, professional and trade organizations, universities and government.

According to society officials, those selected to the board must meet the highest standards of qualification and peer recognition. All members must take part in a preparation course based on the examination items, the scoring criteria and the examination process.
