Police blamed the Irish Republican Army Tuesday for a small bomb that exploded in a commandeered taxi parked in London's busy West End.

The bomb shattered windows but did not hurt anyone. It went off just before midnight Monday on St. Alban's Street, just off Piccadilly Circus, when the area was crowded, Scotland Yard said.
