The statement points to a number of causes that contribute to high health-care costs and explains his stand on reforms and solutions.Robbins proposes such measures as replacing both Medicaid and Medicare with "a single, limited, prevention-oriented, single-payer program open to all cit-i-zens unable to afford medical coverage, with fees scaled according to ability to pay."
