The first rows of a "tent city" go up to house victims of Hurricane Andrew in storm-lashed Homestead, Fla. "The spirit of this place is just unbelievable. These people have been hurt bad and yet they're determined to bounce back," President Bush said outside a Homestead school, where the Army was serving hot breakfasts to the homeless.
