CAPTION ONLY: TENT CITIES SPROUT IN S. FLORIDA

The first rows of a "tent city" go up to house victims of Hurricane Andrew in storm-lashed Homestead, Fla. "The spirit of this place is just unbelievable. These people have been hurt bad and yet they're determined to bounce back," President Bush said outside a Homestead school, where the Army was serving hot breakfasts to the homeless. He was headed later Tuesday to Louisiana, also heavy hit by Andrew. Bush has promised 100 percent federal reimbursement for recovery costs. See story on Page A2.
