I applaud your editorial defense of Oregon's proposed Medicaid reform plan. Rationing is one of the moves the nation must make if we are to clean up what you rightly call the U.S. health-care mess.
But you fail to correctly allocate responsibility for turning down Oregon's request. It was not done by some formless "federal" entity. Louis Sullivan, secretary of the Department of Health and Human Services, works for George Bush, and Sullivan has followed to the letter the Republican policy of keeping the U.S. health care "system" essentially as it is.There will be no real change in the administration of health care in this country unless the occupant of the White House is replaced.
