War games begin in earnest Kuwaiti Major Adel al-Haquan, center, welcomes U.S. soldiers to the tiny emirate at the start of the main phase of joint maneuvers Tuesday. The maneuvers, designed to train Kuwaiti troops, are taking place 25 miles from the disputed Kuwaiti-Iraqi border. Al-Haquan told the troops the exercises are "a message to the despot of Iraq . . . The road to Kuwaiti borders is not easy as you expect."
