POLICE SAID a fire of unknown origin spread through an apartment house in Pittsfield, Mass., Tuesday, killing three boys and seriously injuring two others. . . CHARLES LONGSTREET WELTNER, chief justice of the Georgia Supreme Court and a former congressman who gave up his seat rather than support a segregationist governor, has died of cancer. He was 64. . . FRANK LORENZO, the former Continental Airlines chairman, pleaded no contest to a drunken driving charge Tuesday. He was sentenced to two years' probation and fined $750. Lorenzo, 52, was stopped July 28 while driving the wrong way on a Houston street.
