Wayne Owens claims he's against a middle-class tax cut until the deficit is under control. He didn't seem to be very concerned about the deficit in 1989, when he voted himself and other members of the "congressional country club" a pay raise. Where's the consistency? How can you justify giving someone who makes $100,000 a raise while not wanting to give someone who makes $20,000 a break?
