Main opposition leader Kim Dae Jung demanded the resignation Wednesday of Prime Minister Chung Won-shik's entire Cabinet to allow a neutral team to manage the presidential election in December in a fair manner.

This followed President Roh Tae Woo's surprise announcement Friday that he was giving up his membership of the ruling Democratic Liberal Party and would install a neutral election management Cabinet in time for the December presidential election.However, Kim Dae Jung, speaking at a meeting of senior members of his Democratic Party, said there should be a full overhaul of the Cabinet to ensure neutrality of the government in the forthcoming race for power as promised by President Roh Tae Woo.

Kim Young-sam, leader and presidential candidate of the Democratic Liberal Party, had earlier demanded a Cabinet reorganization to ensure fair elections after a provincial county chief disclosed an alleged election fraud by a government party member in the March parliamentary elections.

The candidate involved has been arrested and charged with violating the National Assembly Election Law.
