Frank W. Richins, who said his party stands for returning to the ideals of the U.S. Constitution and "universal laws of virtue, chastity, responsibility, truthfulness and other moral values," won the Independent American Party's nomination for governor.

Richins, brother of party founder and longtime conservative activist Joy Beech, garnered 764 votes to 364 for his opponent, Lawrence Rey Topham.Topham, who supports making gold and silver coins the state's only legal tender, is suing Gov. Norm Bangerter and other officials, saying they never took a required oath of office.
