President Clinton will give his first State of the Union address on Feb. 17 before a joint session of Congress, House Speaker Thomas Foley announced Tuesday.

Emerging from a first White House meeting with the new president, Foley was among a group of bipartisan leaders to discuss Clinton's plans for health-care reform.He told reporters the discussions had been "very candid, useful, frank and open" and that Clinton had asked to address both chambers of Congress on Wednesday, Feb. 17.
