The House Revenue and Taxation Standing Committee couldn't approve or table a bill Monday that would allow the working poor to receive a state tax credit equal to half their federal Earned Income Credit.

Rep. Allan Rushton, D-West Valley City, said the state credit would encourage those on welfare to get jobs and to keep their "family structure" intact - because the Earned Income Credit goes to households where both parents or a single parent work.But HB6 would also cost the state $35 million in 1994 tax revenue, a legislative fiscal analyst calculated, which soured the committee's commitment to the bill.

Votes to table the bill or approve it failed, sending the measure back to rules where it will most likely die, said Rushton, the bill's sponsor.
