Joseph Heber Smart passed away Sunday, November 21, 1993.

Joseph was born on November 12, 1900 to William Henry and Anna Haines Smart in Ogden, Utah.He had a successful career in the Foreign Service, distinguishing himself in many locales and roles by contributing to the economic development of several Third World countries. When speaking of his own career, he said that he owed much of his success to "being in the right place at the right time." Others believe that his achievements were based upon a willingness to take personal risks to effect positive change.

After a long and distinguished career during which he touched the lives of many people, he retired from diplomatic service to pursue other professional interests. Until his final days, he devoted his efforts to non-profit organizations focused on helping the elderly and disadvantaged. These programs were devoted to assisting such individuals in developing supplemental income through the arts and crafts.

He is survived by his wife, Eva Maria Bustamante Smart; his children, Christopher Joseph Smart, Cecily Eve Smart Davis, Geoffrey David Smart, Andrea Smart Woodbury, and Donald Smart; his grandchildren and great-grandchildren.

Our father, husband and friend will be deeply missed by the many of us who loved and respected him. He lived his life with a strength of spirit that was constant and an intellect and determination that helped him to accomplish many worthy goals throughout his life.

Funeral services will be Tuesday, November 23, 2 p.m. at Larkin Mortuary, 260 East South Temple, where friends may call one hour prior to services. Interment, Salt Lake City Cemetery, 4th Avenue & 'N' Street.
