Utah recyclers are finding Layton a very unfriendly town and have decided they won't put any more recycling bins in the northern Utah community.

Layton is one of few cities along the Wasatch Front to strictly regulate the placement and licensing of recycling bins. An ordinance, passed in 1989, requires recycling companies or charitable groups to license each bin at a fee of up to $55, although charities get a break on part of the costs.Utah Recycling has decided it won't put any more drop-off bins in the city while the ordinance is in place.

City Manager Alex Jensen said the city is trying to balance the need for recycling with the messy nature of the business.

"Recycling bins are notoriously messy," he said. "We're trying to encourage recycling, without littering the community."
