One thing Juab County Commissioners like about Robert and Jeni Ringler's proposal to build a movie theater in the Juab County Center auditorium is that it won't cost the county anything.

Commissioners agreed it was a pleasant prospect to receive a proposal that didn't demand county investment dollars.Commissioners will meet with the Ringlers in two weeks and hope an agreement can be reached. Commissioners said they are excited by the prospect of having a movie theater in the community. The city has been without a theater since fire destroyed one on Main Street nearly 10 years ago.

Commissioner Gordon Young, who oversees recreation, was appointed to work on the proposal.

"Our intention is to rebuild the old Juab High School auditorium located in the Juab County Building so that it is completely self-contained, with bathrooms, concessions and ticket booth all located within the perimeters of the auditorium," said Ringler.

All entrances into the county building from the theater will be secured.

"Our estimated cost of refurbishing the auditorium is $30,000," said Ringler. "The county commission will be solicited for no funds."

However, said Ringler, he would like to trade the investment cost plus cost of utilities for a 10-year lease with first option of renewal. The commission indicated the 10-year lease may be a bit longer than they are comfortable with.

"I think a 10-year lease may be committing the commission for too long a period," said Young. He was concerned about committing future commissions to the contract. A five-year lease with first option of renewal would, perhaps, be better.

This was just one of several questions the commission had about the proposal. They are in favor of the idea and think it would be good for the county and the community if the small details can be worked out to mutual advantage.

Don Eyre Jr., Juab County attorney, said commissioners can sign lease agreements on county property. It is legal to obligate county money for a one-year period but property did not meet those same restrictions.

Commissioner Joseph Bernini asked if Ringler would need to meet the same restrictions concerning providing access for the disabled the county building had to meet.

The other commissioners were also concerned that the facility meet the restrictions of the American Disabilities Act and suggested Ringler get the opinion of an attorney versed in the ramifications of the act. Ringler said he would agree to make special arrangements for those with disabilities to use the elevator in the county building. The elevator would be off-limits to most theatergoers.
